Consultant – Terminal Review of CBIT Burundi & CBIT Cameroon Projects

The United Nations Environment Programme (UNEP), the world's leading global environmental authority, is seeking an experienced Consultant to conduct Terminal Reviews for two Capacity-Building Initiative for Transparency (CBIT) projects: the CBIT Burundi project (GEFID: 10648) — "Building and strengthening Burundi's national capacity to implement the transparency elements of the Paris Agreement" — and the CBIT Cameroon project (GEFID: 10446) — "Capacity-building for transparency in NDC implementation in Cameroon". Both projects are managed under UNEP's Climate Change Division, Mitigation Branch, Global Funds Mitigation and Transparency Section, Africa team.

This is a home-based, part-time consultancy engagement lasting nine (9) months. The selected consultant will take full ownership of both Terminal Reviews — from inception design through data collection, stakeholder engagement, analysis, and final report writing — reporting directly to the Task Manager, Africa Office, Global Funds Mitigation and Transparency Section. This role is ideal for a seasoned evaluator with deep expertise in climate change transparency, GEF project cycles, and international development evaluation methodologies.

• Lead the inception phase for both Terminal Reviews, including conducting a comprehensive project desk review and collating information from respective project teams.
• Draft the reconstructed Theory of Change for both the Burundi and Cameroon CBIT projects.
• Prepare Terminal Review frameworks, desk review protocols, interview protocols, and survey instruments tailored to each project context.
• Develop and present detailed Terminal Review schedules to the Global Funds Mitigation and Transparency Section for approval.
• Prepare and submit inception reports for both reviews, incorporating feedback from the Section.
• Conduct in-depth stakeholder interviews with implementing and executing agencies, project partners, government counterparts, and other relevant stakeholders in Burundi and Cameroon.
• Oversee information collection, survey administration, and rigorous data analysis to assess project performance against stated objectives and indicators.
• Provide regular progress updates to the Global Funds Mitigation and Transparency Section throughout the data collection and analysis phases.
• Prepare and deliver presentations on preliminary findings to UNEP and project stakeholders for validation and feedback.
• Draft comprehensive Main Terminal Review reports for both projects, ensuring full compliance with GEF and UNEP evaluation guidelines in both substance and presentation style.
• Incorporate reviewer comments and finalize both Terminal Review reports within agreed timelines.

• Demonstrate advanced knowledge of GEF project cycles, GEF evaluation guidelines, and UNEP project management frameworks — evidenced by prior evaluation work on GEF-funded projects.
• Apply robust evaluation methodologies including Theory of Change reconstruction, mixed-methods data collection, and performance assessment frameworks in international development settings.
• Show proven ability to design and implement evaluation frameworks for climate change mitigation and/or transparency projects under the Paris Agreement, NDCs, or UNFCCC reporting mechanisms.
• Demonstrate strong analytical and report-writing skills, producing evaluation reports that meet international quality standards and are clear, evidence-based, and policy-relevant.
• Conduct effective stakeholder consultations across government ministries, NGOs, international organisations, and civil society in francophone African contexts.
• Work independently in a remote setting, managing complex multi-project workloads and delivering outputs on schedule with minimal supervision.
• Communicate fluently in both English and French — written and spoken — given the bilingual nature of the Burundi and Cameroon project environments.
• Possess a postgraduate degree in environmental science, international development, climate policy, public policy, or a closely related field.
• Bring a minimum of 7–10 years of relevant professional experience in project evaluation, climate change policy, or international environmental programme management.

This is a consultancy engagement and remuneration will be determined in accordance with UNEP/UN consultancy fee scales, commensurate with the consultant's qualifications and relevant experience. While the exact fee is not publicly disclosed, UN consultancy rates for senior-level evaluators in this category typically range from KES 300,000 to KES 500,000 per month equivalent (part-time, pro-rated). The position is home-based, offering flexibility in working arrangements. Consultants are responsible for their own tax obligations as per applicable national regulations.

This opportunity is best suited for an independent consultant or evaluation specialist with a strong track record in GEF project evaluations, climate change transparency initiatives, and francophone African development contexts. You are comfortable managing two concurrent review processes, engaging diverse stakeholders remotely, and producing rigorous, high-quality evaluation reports under tight timelines. Candidates with direct experience evaluating CBIT, BTR, BUR, or NDC-related projects are strongly encouraged to apply.

This role is NOT suitable for: Candidates with no prior GEF evaluation experience, those unfamiliar with UNFCCC transparency frameworks or Paris Agreement reporting requirements, or those unable to conduct work in both English and French. Entry-level evaluators or those without demonstrable independent consulting experience should not apply.
